Heat oil in a large soup pot over medium heat. Add onion and jalapeño and sauté until translucent, about 5 minutes. Season with salt and pepper.
Add garlic, chili powder, and cumin and stir to cook until fragrant, about 30 seconds.
Add broth, water, and black beans and stir to combine. Cover soup and bring to a boil, then lower heat and simmer for 10 minutes.
