Preheat oven to 300° F. Place brisket, fat side up, in a large roasting pan or Dutch oven. Sprinkle generously with salt and pepper and add onions and garlic.
Whisk together mustard and remaining ingredients in a bowl.
Pour mixture over brisket.
Cover tightly and bake for approximately 3½ to 4 hours, or until meat reaches 190° F. Allow meat to rest in the juices for 20 minutes.
Remove cooked brisket and slice.
Serve with veggies.
